A radio host decides to fool the public on one of his broadcasts, by claiming a monster is prowling through the nearby area killing civilians. The problem is, his imagination actually creates the monster and makes it real.

A scientist from a small European city creates a serum that doubles the intelligence of animals. He experiments on rats by turning them into beings as intelligent as humans. With this army of super intelligent rats, the now mad scientist overthrows the local government and takes over the city. U.N officials have the population escape on ships and nuke the overrun city destroying the scientist and his army of rats. Unfortunately, the problem is that some of the rats had escaped onto the ships!
