scanned from a coverless with no means of identification. Best guess based on Keltner is that this is issue 21. Could also be 17 or 19.

This is not 19, 19 has been scanned c2c and is different. 17 and 21 remain in the picture.

Follow up, 17 has now been scanned and it is not this issue
